In telecommunications, wholesale is the layer where a network operator sells access to infrastructure or capacity to other providers. Those providers, often called retail operators, package the access into broadband services sold to households and businesses. Wholesale access can let multiple providers use the same physical network without each building a separate one.
For customers, wholesale arrangements affect whether a network’s coverage can become an orderable, activatable service. Operators must coordinate access, address records, eligibility checks, and provisioning; a mismatch can make a covered location unavailable in practice. In cyber security, wholesale is not itself an attack, but it is part of the digital service chain: accurate access controls, reliable data exchange, and clear operational responsibilities help prevent errors and reduce disruption.
