DigComp 3.0

The European digital competence framework updated with a stronger AI skills layer.

DigComp 3.0 is the updated European digital competence framework, now with a stronger layer for AI skills. It describes the abilities people need to use digital systems safely and effectively: understanding how AI works at a basic level, checking outputs for errors, handling data responsibly, and knowing when human review is required. In cyber security, that matters because people are often the first line of defense. A workforce that can spot weak AI advice, avoid sharing sensitive information with tools, and question automated decisions reduces operational risk.

In real attacks, AI can make phishing, fake messages, and misleading chatbots more convincing. A DigComp 3.0-style skills baseline helps users recognize suspicious content and follow reporting procedures instead of trusting every generated response. Defensively, schools and organizations can use the framework to build training, policy, and oversight around AI use, making sure automation supports people rather than replacing accountability.
