Apply-time governance

Evaluating infrastructure changes at plan or deployment time before resources are actually provisioned.

Apply-time governance is the practice of evaluating infrastructure changes at plan or deployment time, before cloud resources are actually created. In Infrastructure as Code workflows, policy engines such as OPA or Sentinel inspect the proposed change set and can block a deployment if it violates security or compliance rules.

This matters because some risks are invisible in an early file scan. Variables may be resolved only during planning, modules may expand into many resources, and the final architecture can reveal exposed networks, overly broad permissions, or missing guardrails. By checking the planned state, defenders can stop dangerous changes before they reach production. In real environments, apply-time governance is used to enforce standards like no public storage, restricted admin access, approved regions, and mandatory encryption. It is a strong control for catching misconfigurations that look harmless in code but become dangerous once fully rendered.
