A toolset is the full working kit an attacker uses in a campaign: malware payloads, delivery methods, command-and-control infrastructure, loaders, phishing lures, and persistence mechanisms. It is broader than a single piece of malware because it describes how the attack is assembled end to end.
In cyber security, toolsets matter because they reveal how an operator adapts. A group may keep the same goal but swap documents, links, implants, servers, or login theft methods when defenders block previous paths. Monitoring toolset changes helps analysts link separate incidents to the same actor, spot reused infrastructure, and understand which defenses are forcing the attacker to change tactics. For defenders, the practical response is to look for patterns across delivery, execution, and post-compromise activity, not only for one named malware sample.
