Titolare is the GDPR data controller: the person or organization that decides why personal data is collected and how it is processed. This role carries legal responsibility for the whole processing activity, including choosing the lawful basis, defining retention, and ensuring security measures are appropriate to the risk.
In cyber security, the titolare is the decision-maker that turns privacy rules into real controls. If access is too broad, encryption is missing, logging is weak, or vendors are not managed properly, the controller can be held accountable because it set the process and its safeguards. Attackers often exploit failures at this level, such as poor access control or insecure data sharing. Defenders therefore look for governance, data minimization, technical hardening, and documented risk assessments that show the controller has made defensible security choices.
