Syndicate

a coordinated criminal network with specialized roles.

A syndicate is a coordinated criminal network where different members handle different functions, such as recruiting, infrastructure, fraud, laundering, or negotiations. In cybercrime, this structure works like a supply chain: one group may steal access, another monetizes it, and others provide support services like phishing kits, malware hosting, or payment processing. The specialization makes the network faster, harder to disrupt, and more resilient than a lone attacker.

This matters in cyber security because syndicates can scale operations across borders and swap in new participants when parts of the group are exposed. Defenders often see syndicate behavior in repeated intrusion patterns, shared infrastructure, reused credentials, and coordinated identity or payment abuse. Disrupting a syndicate usually requires more than blocking one attack; investigators look for the full ecosystem, including financial flows, infrastructure reuse, and links between online activity and offline coercion or laundering.
