SIM Toolkit (SAT) is a standardized set of SIM features that lets the card interact with the device it is inserted into. Also called the SIM Application Toolkit, it allows the SIM to initiate actions such as displaying menus, sending messages, requesting network data, or triggering device functions through proactive commands.
In cyber security, SAT matters because it is more than a passive identity feature: it can be a privileged control path between the SIM and the modem or handset software. If a device or cellular module handles SAT too permissively, a malicious or compromised SIM profile may influence modem behavior, including command handling on some implementations. Defenders should inventory whether SAT is actually needed, disable or restrict unused toolkit features, and treat SIM-originated commands as sensitive input that requires logging, validation, and hardening.
