SIM provisioning

the step that activates a subscription and links it to a SIM or eSIM.

SIM provisioning is the process that activates a mobile subscription and binds it to a physical SIM card or an eSIM profile. In practice, the carrier’s systems create or update the subscriber record, assign network credentials, and make the device ready to register on the mobile network. Until provisioning is complete, the SIM or eSIM can exist as an identifier but it cannot normally place calls, send messages, or use data.

In cyber security, provisioning matters because it sits at the boundary between customer onboarding and account control. If attackers abuse provisioning workflows, they may enable unauthorized activations, hijack numbers through SIM swap-style fraud, or attach a service to a device they control. Defenses usually include strong identity verification, approval checks, audit logs, rate limiting, and secure APIs between sales, CRM, and network systems. Good provisioning controls help ensure that only the rightful customer can bring a subscription online.
