A rule base is the complete set of firewall or access-control rules that decides which traffic, users, or applications are allowed, denied, inspected, or logged in a network environment. It is the live policy a security team manages, including the order of rules, exceptions, and any inherited or temporary entries.
Rule bases matter because small mistakes can create large exposure. Overly broad allow rules, stale exceptions, or conflicting entries can open paths attackers use for lateral movement, data theft, or command-and-control traffic. Defenders review rule bases to remove unused rules, detect shadowed or duplicate entries, and verify that the configured policy still matches business intent. In practice, rule-base management is a core part of firewall auditing, change control, and compliance.
