Regulatory framework

The set of laws and rules that governs how an activity can proceed.

A regulatory framework is the set of laws, rules, standards, and oversight mechanisms that determines how an activity can be carried out. In cyber security, it shapes what organizations must protect, how they must report incidents, and which controls they need to implement for privacy, resilience, and safety.

This matters because security is not only a technical problem; it is also a governance problem. A strong framework can force risk assessments, access controls, logging, encryption, vendor checks, and breach notification. A weak or outdated framework can leave gaps that attackers exploit, especially in critical infrastructure, cloud services, and data-heavy environments. Defenders use the framework to justify budgets, set minimum controls, and align operations with legal obligations, while attackers often target organizations that are slow to comply or operate across conflicting jurisdictions.
