P2B Regulation

EU rules aimed at improving fairness and transparency for business users on online platforms.

The P2B Regulation is an EU rule set that requires online platforms to be fairer and more transparent toward business users such as sellers, app developers, and other merchants. It applies to platform services that mediate access to customers, including marketplaces and search interfaces. In practice, it pushes platforms to explain ranking criteria, give notice before changing terms, and provide complaint and mediation channels.

This matters for cyber security and digital risk because platform opacity can hide harmful automation, abusive ranking manipulation, or sudden changes that damage a business without warning. When visibility logic is unclear, defenders and investigators have a harder time telling whether a drop in traffic is caused by normal system behavior, fraud, policy enforcement, or a hostile interference pattern. The P2B Regulation does not stop attacks directly, but it improves accountability and gives businesses a way to challenge opaque platform decisions.
