Outcome-based evaluation

Measuring a program by results such as job placement, retention, or wage progress.

Outcome-based evaluation is a way to judge a security program by what it changes in the real world, not by how many tasks it completes. In cyber security, that means measuring results such as fewer successful intrusions, faster detection, lower repeat infection rates, shorter patch windows, or improved recovery after an incident. It matters because activity counts can look good while risk stays high: a team can run many scans, trainings, or alerts without actually reducing compromise.

Security teams use outcome-based evaluation for incident response drills, phishing awareness, vulnerability management, and detection engineering. For example, a training program is more credible if it reduces click-through rates and improves reporting, and a patch program is stronger if critical flaws are remediated before attackers can exploit them. The goal is to connect controls to evidence: did the control stop an attack, limit its impact, or improve resilience? That makes the measure useful for both defense planning and audit.
