A multi-operator SIM is a SIM configuration that can connect a device to more than one mobile network. The device may roam across partner carriers or switch between available operators to keep service available when one network is weak or down. In practice, it is used in terminals, IoT devices, and remote equipment that need reliable cellular access.
In cyber security, this matters because connectivity is part of the attack surface. A multi-operator SIM can improve resilience for payment terminals and other endpoints, but it also adds complexity in provisioning, monitoring, and policy control. Defenders need to know which carriers a device can use, how roaming is permitted, and whether traffic is being routed as expected. Attackers may abuse weak SIM management, stolen credentials, or unmonitored carrier changes to keep a device online or hide suspicious communications. Proper inventory, access control, and logging help keep this flexibility from becoming a blind spot.
