Modem firmware

Low-level software that manages cellular radio functions and communications with the mobile network.

Modem firmware is the low-level software that controls a phone’s cellular radio and its communication with the mobile network. It runs on the baseband or modem chipset, separate from the Android operating system, and manages tasks such as signal handling, voice and data sessions, SMS, and protocol parsing. Because it sits between the device and the carrier network, it often processes highly complex and remote input.

In cyber security, modem firmware matters because flaws here can become a bridge across trust boundaries. An attacker who exploits a bug in telephony or radio handling may gain control inside the modem and then pivot toward the operating system or kernel, where defenses are much weaker against low-level compromise. Real-world attacks and research often target call, messaging, or network-signaling paths because they are reachable without installing an app. Defenders reduce risk by applying vendor firmware updates, limiting exposed services, and treating modem patches as seriously as OS security fixes.
