Interpretation uncertainty

Doubt about how a rule should be read or applied in practice.

Interpretation uncertainty is doubt about how a rule, policy, control, or alert should be read and applied in practice. In cyber security, it appears when teams cannot tell whether a requirement is mandatory, how a detection should be tuned, or whether a system state is compliant. The problem is not the rule itself, but the gap between the written text and the operational decision a defender must make.

This matters because ambiguity slows response and creates inconsistent security outcomes. One administrator may block a connection while another allows it, or a compliance team may approve a control that a security engineer reads differently. Attackers can benefit from that confusion by hiding activity in gray areas, such as borderline configurations, unclear exception handling, or loosely defined access rules. Good defenses reduce interpretation uncertainty with precise policy language, tested playbooks, clear ownership, and logging that shows how decisions were made.
