Information operation

A campaign that uses messaging to shape opinions, decisions, or behavior.

An information operation is a coordinated campaign that uses messaging to shape what people think, how they feel, or what they do. Instead of exploiting software, it exploits attention, trust, and social pressure. The content may be true, false, or mixed, but the goal is influence: to push a narrative, create confusion, or drive a target audience toward a desired action.

In cyber security, information operations matter because they can create real-world impact without breaching a system. Attackers may use social media posts, fake accounts, forged documents, or timed rumors to amplify panic, pressure officials, or support other criminal activity. Defenders respond with rapid verification, clear public messaging, monitoring for coordinated posting patterns, and prebunking to reduce the effect of misleading claims. In sensitive settings such as borders, elections, or emergency events, a successful information operation can change behavior faster than corrections can catch up.
