Gross domestic intelligence

A proposed macro-level idea for thinking about national AI capacity as an economic resource.

Gross domestic intelligence is a proposed way to measure a country’s AI capacity as an economic and strategic resource, similar in spirit to how GDP measures output. It shifts attention from model hype to the underlying inputs: chips, data centers, power, cooling, networks, data access, and skilled operators. The idea is useful because national AI capability is not just about who has the largest models, but who can sustain them reliably and affordably.

In cyber security, this matters because AI capacity changes both defense and offense. Defenders may use it to speed threat detection, malware analysis, and incident response at scale. Attackers may rely on the same industrial stack to automate phishing, generate malware variants, or probe targets faster. A “gross domestic intelligence” lens also highlights risk: if a nation depends heavily on foreign cloud, semiconductor, or model supply chains, those dependencies become security and resilience issues. The concept is therefore less about accounting and more about strategic cyber preparedness.
