GAO

The Government Accountability Office, which reviews federal programs and can examine agency actions.

The GAO, or Government Accountability Office, is an անկախ? no; in US it is an independent congressional watchdog that reviews federal programs, audits spending, and examines how agencies carry out their missions. In cybersecurity, the GAO matters because it can assess whether a government agency has the staffing, controls, and processes needed to defend networks and manage risk.

GAO reviews do not hunt malware or stop intrusions directly. Instead, they create oversight pressure and a factual record. In real cyber defense work, that can reveal gaps in incident response, workforce capacity, procurement, or program management before those weaknesses become operational failures. In an attack or breach context, a GAO report may help Congress and the public understand whether an agency’s security posture was undermined by poor planning, unclear accountability, or insufficient resources. That makes the GAO an important part of cyber governance: it helps turn hidden organizational risk into something decision-makers can see and correct.
