Document access is a legal right to view or obtain copies of administrative records already held by a public body. In practice, it is a retrieval right: the authority must locate an existing file, review it, and release it under the correct legal and privacy rules, rather than create new information.
In cyber security, document access depends on systems that can search, preserve, and export records reliably. Good controls include strong identity checks, least-privilege access, metadata quality, retention management, redaction workflows, and audit logs. Weak controls can lead to lost records, unauthorized disclosure, or manipulated releases through abused accounts, insecure portals, or poor file segregation. For defenders, secure document access is both a compliance requirement and an information-governance control.
