An allocation matrix is a decision framework that maps security capabilities to specific assets or device classes based on operational constraints and risk. Instead of applying the same control everywhere, defenders decide which systems can support stronger authentication, segmentation, logging, inspection, or monitoring without disrupting safety, latency, or availability.
This matters in cyber security because the best control on paper can become a weakness if it breaks a legacy device or critical process. In OT and other constrained environments, a matrix helps teams make trade-offs explicit: what protection is feasible, what compensating safeguards are needed, and what residual risk must be accepted. In real defenses, it supports auditable control selection and reduces over-engineering. In attacks, uneven allocation can create softer targets, such as under-monitored or lightly segmented assets, that attackers may abuse to move laterally or hide activity.
