Actual-consumption billing

Charges calculated from measured usage rather than a flat rate.

Actual-consumption billing is a charging model where the final amount is based on measured usage instead of a flat fee or estimate. In utilities, cloud services, and other metered systems, the bill comes from meter readings, telemetry, or account records that show how much was really used. This makes pricing fairer and more precise, but it also makes the billing pipeline a security target.

In cyber security, actual-consumption billing matters because attackers may try to alter usage data, tamper with meters, forge customer records, or disrupt billing software so charges are reduced, delayed, or disputed. Defenders protect this model with authenticated meter data, integrity checks, audit logs, access control, and reconciliation between operational systems and invoices. When the data is accurate, customers and providers can trust the charge; when it is manipulated, even a correct tariff can produce the wrong bill.
