A trusted state is a condition in which an organization has enough evidence to consider a restored environment safe to use. It is not simply a system that starts successfully: teams also need confidence in its integrity, configuration, dependencies, and identity and access controls.
After a cyber incident, restoring from backup can bring back compromised accounts, unsafe settings, or unwanted changes alongside legitimate data. Defenders therefore validate restored systems, review access and configurations, and check for unresolved signs of compromise before reconnecting them to production. Defining who approves that decision in advance helps organizations balance recovery speed with security.
