Techshoring

A policy idea focused on anchoring high-value technology activities within a country’s industrial ecosystem.

Techshoring is a policy approach that aims to anchor high-value technology work inside a country’s industrial ecosystem. Instead of focusing only on where goods are manufactured, it asks where the most valuable parts of a tech chain happen: research, design, integration, standards, data handling, and deployment. The goal is to keep more knowledge-intensive capability close to home.

In cyber security, techshoring matters because those high-value activities depend on trusted digital infrastructure. When data, cloud services, suppliers, and engineering teams are tightly connected, access control, identity management, secure data governance, and resilience become strategic concerns. Attackers often target the same places techshoring tries to strengthen: intellectual property, platform access, and the systems that coordinate partners. Defenders use the concept to justify local control over sensitive assets, stronger security baselines, and closer coordination between industry, government, and research institutions.
