Surveillance authorities

Regulators that assess whether compliance methods are adequate under the AI Act.

Surveillance authorities are the regulators or supervisory bodies that verify whether an organization’s compliance controls are adequate. Under the EU AI Act, they may examine whether AI disclosures, labeling, logging, and provenance measures are effective in practice, not just written into policy. In cybersecurity terms, they function as external auditors with enforcement power: they check whether technical controls can be proven, repeated, and defended under real operating conditions.

This matters because many attacks and failures exploit the gap between policy and implementation. A label can be stripped during conversion, a metadata tag can disappear in a publishing pipeline, or logs can be too weak to prove who changed content and when. Surveillance authorities expect evidence such as inventories, test results, audit trails, and ownership records that show controls survived normal workflows. For defenders, preparing for them means treating compliance as an operational security problem: preserve provenance, validate transformation paths, and keep records that can stand up to review.
