Safe Mode with Networking

a Windows startup mode that loads limited services while keeping network access.

Safe Mode with Networking is a Windows startup mode that loads only a limited set of drivers and services, while still allowing network connectivity. It is mainly used for troubleshooting, but it also changes the normal security posture of the host by reducing what starts automatically.

In cyber attacks, this mode can help an intruder interfere with endpoint protection, disable or bypass security tools, or perform maintenance-like actions with fewer defenses running. Because networking remains available, attackers may still reach command-and-control systems or transfer tools. For defenders, an unexpected boot into this mode is a strong warning sign, especially when combined with credential theft, process tampering, or ransomware behavior. Monitoring reboot state changes and privileged use can help catch abuse early.
