Regulatory overlap

when more than one rule covers the same security disclosure or reporting duty.

Regulatory overlap happens when two or more rules apply to the same security disclosure, incident report, or compliance duty. Each rule may be valid on its own, but together they can require the same facts to be filed more than once, in different formats, or on different timelines.

In cyber security, this matters because reporting is part of incident response. Overlap can create confusion, duplicate work, and conflicting instructions at the moment a team needs speed and accuracy. Defenders reduce the risk by keeping a single source of truth for incident facts, mapping each obligation to the correct data fields, and coordinating legal, security, and operations teams before an event occurs. Attackers do not exploit the overlap directly, but they can benefit when compliance friction slows reporting or introduces inconsistencies.
