Policy evaluation is the process of assessing whether a rule, program, or control is achieving its intended results. In cyber security, that means looking beyond whether a policy exists on paper and asking whether it actually reduces risk, improves detection, or changes user behavior. For example, a password policy should be judged by whether it lowers account compromise, not just by whether employees were told to follow it.
This matters because many security failures happen when organizations measure activity instead of outcome. A company may record that patches were approved, training was delivered, or access reviews were completed, yet still leave systems exposed if the policy is poorly designed or weakly enforced. Effective policy evaluation uses evidence such as incident trends, audit findings, response times, and control failures to decide what to keep, fix, or replace. In defense, it helps teams tune security controls; in attacks, weak evaluation often leaves dangerous gaps hidden behind compliance checklists.
