Personnel security is the set of controls that determine who may access sensitive organizational data, systems, and facilities, and under what conditions. It covers screening, role-based access, least privilege, onboarding, offboarding, contractor management, and periodic review of entitlements. The goal is to make sure access matches a person’s job and is removed when that need ends.
In cyber security, personnel security matters because many breaches start with trusted users, weak identity governance, or delayed access revocation. Attackers may abuse stale accounts, excessive privileges, or poorly managed third-party access to reach HR, finance, or identity systems. Defenders use personnel security to reduce that risk through joiner-mover-leaver workflows, approval checks, logging, and rapid termination handling. Strong personnel security turns human access from an open-ended trust relationship into a controlled, auditable security boundary.
