Operational abuse

using a service as part of a fraud or scam workflow.

Operational abuse is the use of a legitimate service as part of a fraud or scam workflow. Unlike a classic intrusion, the attacker may not need to break the software at all; they simply exploit normal access, account features, messaging tools, or automation to support harmful activity. The service itself becomes an enabling layer for deception, scale, or coordination.

This matters in cyber security because defenders must monitor behavior, identity, and usage patterns, not just malware and exploits. Signs of operational abuse can include clustered account creation, reused devices or payment details, unusual automation, rapid content generation, or repeated contact with victims. Defenses often involve rate limits, abuse detection, KYC or verification checks, reputation scoring, and sharing indicators with peers and authorities. In practice, operational abuse turns trust in a valid account into a weapon, making platform governance part of security.
