Negotiation

The bargaining phase in which attackers and victims may exchange demands.

Negotiation is the bargaining phase in an extortion or ransomware case, where attackers and victims exchange demands, deadlines, and conditions. The attacker may insist on payment, threaten publication, or offer proof of access; the victim may seek more time, lower demands, or limits on disclosure. This phase can happen by email, chat portals, leak-site messaging, or intermediaries.

In cyber security, negotiation matters because it can shape operational risk before any data is released. Security teams use it to assess whether a claim is credible, preserve evidence, and coordinate legal, incident response, and executive decisions. It also gives defenders a chance to verify what was stolen, isolate affected systems, and prepare for public disclosure without escalating the situation. Careless replies can expose strategy or confirm value, so responses should be controlled and well documented.
