IPCEI

An EU state-aid tool for major cross-border projects with high strategic importance and risk.

IPCEI stands for Important Project of Common European Interest. It is an EU state-aid mechanism that lets Member States support large cross-border projects that are too risky or too expensive for one country to fund alone. The European Commission reviews the aid to make sure it serves a shared strategic goal and stays within internal-market rules.

In cyber security, IPCEIs matter because they often fund shared digital infrastructure such as cloud platforms, data spaces, AI systems, and advanced manufacturing networks. Those environments need strong access control, supply-chain security, logging, and governance, because a weakness can affect multiple countries or organizations at once. In defense, IPCEI-style programs can support trusted collaboration and secure interoperability; in attacks, the same concentration of assets can create attractive targets for espionage, ransomware, or supply-chain compromise.
