Intent governance is the practice of defining what an AI system is for, which outcomes are acceptable, and which actions are strictly out of bounds. In security terms, it turns vague business goals into enforceable limits: approved data sources, tool permissions, escalation rules, logging requirements, and human override paths. Without it, an AI agent may optimize the wrong objective or take steps that were never meant to be automated.
This matters because many AI failures are governance failures, not model failures. Attackers can exploit unclear intent through prompt injection, malicious inputs, or tool abuse, pushing a system beyond its allowed role. Defenders use intent governance to reduce blast radius: least-privilege access, explicit policy checks before action, audit trails, and safe stop mechanisms. In short, it keeps AI behavior aligned with the mission and makes unsafe actions easier to block, detect, and explain.
