Governance debt

Risk and oversight gaps that build up when controls do not keep pace with new technology.

Governance debt is the buildup of risk and oversight gaps that happens when an organization adopts new technology faster than it updates its controls, policies, and accountability. In practice, this can mean missing logging, unclear ownership, weak review steps, or no reliable human override for automated decisions.

In cyber security, governance debt matters because control failures often become security failures. If AI systems, cloud tools, or automation run without audit trails and approval rules, it becomes harder to detect misuse, investigate incidents, or prove who changed what. Attackers can exploit those blind spots through shadow IT, prompt abuse, data leakage, or unauthorized workflow changes. Defenders reduce governance debt by tying each system to a risk owner, enforcing logging and access reviews, and making oversight part of daily operations instead of a policy page.
