Geographic-origin assessment

A judgment about where activity appears to come from, which is not the same as proving who controlled it.

A geographic-origin assessment is an estimate of where cyber activity appears to come from. Analysts may consider factors such as the locations of network infrastructure, access patterns, or language clues. These indicators can help guide an investigation, but they do not prove who operated the activity or who controlled the infrastructure.

This distinction matters because attackers can route activity through compromised devices, proxies, or other third-party systems to obscure or misrepresent their location. Defenders can use a geographic assessment as a lead for threat hunting, while checking telemetry and preserving evidence. It should not be treated as proof of a specific actor, state sponsorship, successful intrusion, or data theft.
