Foreign-use commission

a charge that can apply when a card is used outside the home country.

A foreign-use commission is a fee charged when a payment card is used outside its home country, or when a transaction is processed through a foreign network. It is usually added as a percentage of the purchase, sometimes with a fixed minimum, and may appear alongside currency-conversion costs.

In cyber security and fraud operations, this fee matters because cross-border activity is a common signal in card abuse, account takeover, and synthetic transaction testing. Attackers often make small international purchases to verify stolen cards, while defenders watch for unusual foreign merchant locations, impossible travel patterns, and sudden spikes in overseas approvals. Banks and payment processors use these signals to flag suspicious behavior, trigger step-up authentication, or decline risky transactions. For customers, the presence or absence of a foreign-use commission can also affect how clearly unauthorized activity stands out on a statement.
