Financial exclusion

the inability to reliably access basic banking services.

Financial exclusion is the inability to reliably access basic banking services such as deposits, withdrawals, account support, or payments. It can happen because a branch is too far away, a digital service is too hard to use, identity checks are too strict, or a customer lacks stable internet, devices, or confidence with online tools. In practice, exclusion is often a service-design problem as much as a business one.

In cyber security, financial exclusion matters because secure systems must still be usable. When legitimate users cannot reach official channels, they may share credentials, rely on unsafe intermediaries, or accept help from strangers, all of which increases fraud and account takeover risk. Attackers also target excluded users with phishing, fake support messages, and social engineering that promises easy access. Defenses include accessible interfaces, assisted or hybrid service points, clear recovery flows, and authentication methods that balance security with reach.
