European Works Council

A transnational employee representation body used to inform and consult workers across EU-based groups.

A European Works Council (EWC) is a transnational employee representation body that gives workers in EU-based multinational groups a formal channel for information and consultation. Employers use it to explain major decisions that affect staff in more than one country, such as restructuring, monitoring changes, or the rollout of new digital systems.

In cybersecurity, EWCs matter because many security tools are also workplace technologies: identity platforms, endpoint monitoring, AI assistants, logging systems, and data analytics can change how employees work and how their data is processed. If a deployment has cross-border impact, it may need early consultation, which affects timelines, documentation, and approval flow. For defenders, this means building security projects with clear purpose, data-minimization rules, and explainable controls. For attackers, the same visibility can make employee monitoring and access changes easier to notice, helping organizations spot risky rollouts or policy abuse sooner.
