Enforcement list

a published list used to operationalize policy action against named targets.

An enforcement list is a published list of named targets that a policy team, regulator, platform, or security operation will act on. The action may be blocking access, suspending service, freezing transactions, denying hosting, or prioritizing investigation. The key idea is that the list turns a rule into an operational control.

In cyber security, enforcement lists matter because abuse often depends on delay and ambiguity. Attackers and hostile operators may hide behind shell companies, reseller chains, or fast-changing infrastructure so that ownership is hard to trace. A populated enforcement list helps defenders respond faster by giving them a clear set of systems, domains, accounts, or entities to restrict. It is used in sanctions, takedown workflows, blocklists, and threat-intelligence programs. An empty list means the policy exists, but the pressure on the target is not yet being applied.
