A dataset census is the process of identifying, listing, and characterizing the datasets an organization holds. It goes beyond a simple file inventory: teams record where data lives, who owns it, what it contains, how sensitive it is, and whether it can be shared or reused. In practice, this usually requires collecting metadata from databases, file stores, cloud services, analytics platforms, and departmental systems.
In cyber security, a dataset census matters because you cannot protect what you cannot see. Hidden or undocumented datasets create shadow data, expand the attack surface, and make access control, retention, and encryption harder to apply consistently. During an incident, a clear census helps responders quickly identify exposed records, prioritize containment, and assess impact. In defense work, it also supports compliance, data minimization, and secure reuse by showing which datasets need stronger safeguards and which can be safely shared under policy.
