In practice, it answers a basic question: which office is allowed to act, and on what matter. If competence is unclear, a request may be delayed, duplicated, or challenged, even when the technical project itself is ready.
In cyber security, administrative competence matters because critical infrastructure depends on permits, inspections, reporting duties, and emergency powers. Data centers, utilities, and telecom operators often need approval from different authorities for building works, grid connections, and operational changes. Attackers can exploit weak governance by targeting the gaps between agencies, while defenders benefit when roles are clearly defined: faster incident escalation, cleaner compliance, and fewer disputes over who must authorize containment measures or recovery actions. Clear competence reduces friction, but it also limits ambiguity that can slow resilience planning.
