Collateral damage

Unintended impact on systems or users not meant to be targeted.

Collateral damage is unintended harm caused by a cyber operation to systems, data, or users that were not the original target. In security work, this can happen when an attacker uses a broad exploit, when a defender blocks traffic too aggressively, or when a countermeasure hits shared infrastructure such as cloud hosts, VPN services, or third-party platforms.

It matters because cyber operations often depend on imperfect attribution and reused infrastructure. A strike aimed at one server may disrupt other tenants on the same machine, delete data used by innocent users, or take down services that were only indirectly connected to the target. Defenders try to reduce collateral damage with scoping, testing, rollback plans, logging, and approval controls. In hack-back or active defense, the risk is especially high: a misidentified target can turn a response into an escalation that hurts bystanders instead of attackers.
