Authorization regime

the set of approvals required to build or operate network infrastructure.

An authorization regime is the set of permits, licenses, and regulatory approvals needed to build or operate network infrastructure. In telecom, it can cover rights to deploy fiber, use spectrum, connect equipment, or run services in a defined territory. A streamlined regime can speed up deployment, while a fragmented one can delay expansion and increase compliance cost.

In cyber security, authorization regimes matter because they shape who can introduce network hardware, where it can be installed, and what security conditions must be met before operation. They often include checks for lawful operation, resilience, vendor trust, and incident-reporting obligations. Attackers may try to work around weak regimes by setting up unauthorized infrastructure, using rogue radio equipment, or hiding risky deployments inside complex supply chains. Defenders use the same framework to enforce segmentation, verify operators, and require security review before critical systems go live.
