A voucher is a public contribution that lowers the cost of approved purchases, but only when the buyer follows specific eligibility, spending, and filing rules. In cybersecurity programs, a voucher is usually not cash with no strings attached: it funds defined categories such as security tools, cloud services, assessments, or managed services, and it may require approved vendors or compliance checks.
In cyber defense, vouchers matter because they can drive organizations toward better controls by making security upgrades affordable. They also introduce a procurement and verification challenge: the buyer must map a real technical need to an allowed service and prove that the purchase matches the program. Attackers may try to abuse weak grant processes, while defenders use vouchers to accelerate secure configuration, backup, monitoring, and cloud modernization under a controlled framework.
