In cyber security, it defines how much funding goes to controls such as patching, monitoring, backups, identity tools, training, and incident response. It is not just accounting: it shapes what defenses exist, how quickly they are deployed, and whether they are maintained over time.

Spending plans matter because attackers often exploit weak points created by underfunding, delayed procurement, or uneven staffing. A poor plan can leave logs unread, critical systems unpatched, or recovery tools incomplete. A strong plan supports risk-based decision-making by matching resources to the most likely threats and the most important assets. In practice, defenders use spending plans to justify security upgrades, reduce single points of failure, and keep essential controls resilient when personnel or priorities change.
