High-assurance program

A more tightly controlled research model with stronger vetting.

A high-assurance program is a tightly controlled vulnerability research model that limits participation to carefully vetted researchers. Instead of open enrollment, it may require identity checks, prior track record, jurisdiction review, approvals, or contractual controls before access is granted.

In cyber security, this matters when a target is too sensitive for broad public testing. High-assurance programs help defenders reduce abuse, lower noise, and protect data, systems, and legal boundaries while still getting useful findings. They are common in environments with strict compliance needs, regulated data, or high-risk infrastructure. In practice, the model appears as invite-only bug bounty, restricted proof-of-concept rules, stronger safe-harbor terms, and tighter triage workflows. For attackers, open research channels can be abused to gather details or probe defenses; for defenders, a high-assurance program narrows that exposure while preserving structured reporting.
