Context-Specific Evaluation

A measurement approach that chooses indicators based on the task, environment, and objective being assessed.

Context-specific evaluation is a measurement approach that selects indicators to fit the task, environment, and objective being assessed. Instead of applying one universal score, it asks which outcomes matter in the particular setting and how they can be measured reliably.

In cybersecurity, this helps teams assess controls against the risks and systems they are meant to protect. For example, an organization evaluating security awareness training might measure reporting of suspicious messages or changes in risky behavior, rather than relying only on attendance. Defenders should define the goal, baseline, measurement period, and quality checks in advance; otherwise, results can be misleading or attributed to unrelated changes.
