Capital concentration

the control of a sector by a small number of investors or firms.

Capital concentration is the control of a sector by a relatively small number of investors or firms. In frontier AI, this can mean that a limited group supplies much of the funding, computing infrastructure, or development capacity. Their decisions can strongly influence which systems are built, how they are deployed, and what safeguards receive attention.

In cyber security, concentrated control matters because a small number of organizations may become critical points of dependency or high-value targets. A compromise, outage, or unsafe deployment at one provider can affect many users and services. Defenders should assess vendor and infrastructure dependencies, require clear security and incident-reporting commitments, and maintain oversight of automated systems. Concentration alone does not indicate a breach or wrongdoing, but it can amplify the reach and consequences of failures.
