Bid proposal

a pre-contract document that can expose pricing, scope, and partner relationships.

A bid proposal is a document submitted before a contract is awarded. It typically describes the proposed work, pricing, schedule, and relevant qualifications or partners. In construction and engineering, it may include estimates, project details, and subcontractor information.

Because it can reveal commercial terms, project scope, and business relationships, a bid proposal is sensitive operational data. If exposed in a cyberattack, it could aid competitors, enable targeted fraud, or give extortionists leverage. Organizations should restrict access, protect stored and transmitted files, and apply retention rules. A claim that proposals were stolen does not by itself confirm that a breach or publication occurred.
