Artificial State

A concept for describing governance that is increasingly mediated by platforms, data systems, and automated decision tools.

Artificial State is a concept for describing governance that is increasingly mediated by platforms, data systems, and automated decision tools. It is not a formal security standard; it is a useful way to analyze how public functions can shift from human institutions to software-controlled infrastructure. In that model, people are treated more like users than citizens, and important decisions may depend on systems that are owned, configured, or updated by third parties.

In cyber security, the term matters because it highlights a new control plane: data collection, model behavior, logging, access control, and vendor governance. If these layers are compromised, misconfigured, or opaque, the result can be denial of service, manipulated rankings, incorrect identity checks, or decisions that cannot be reviewed. Defenses include strong audit logs, versioning, rollback, human review for high-impact actions, and supply-chain oversight. The core security lesson is that automation must remain inspectable, contestable, and accountable.
