A temporary restraining order (TRO) is a court order issued on an urgent basis that temporarily requires a person or organization to stop specified actions. In cyber cases, a court may authorize measures that restrict access to domains, online accounts, or other assets allegedly connected to unlawful activity while legal proceedings continue.
A TRO can help disrupt phishing infrastructure quickly, limiting criminals’ ability to operate or use particular resources. It is a temporary legal measure, not proof that every related operator or campaign has been eliminated. Defenders should continue monitoring for replacement domains and accounts, and maintain controls such as strong identity protections, sign-in monitoring, and rapid session revocation.
